Why is this all so complicated?
Politics. The manufacture and sale of vaccines is a multi-billion dollar business in the United States alone. The National Vaccine Injury Compensation Program (NVICP) and the laws that accompanied it were established to protect vaccine manufactures from liability. The compensation portion of the NVICP was intially intended to be as simple for claimants as possible. However, today that is far from the case. Currently the laws governing vaccine injuries claims are so complex that even few attorneys understand them.
